Job Summary
The Chief Engineer leads and manage the technical operations of the building. This role ensures that building facilities, equipment, and operational standards are consistently met, providing technical support, supervising maintenance activities, and coordinating with the Property Manager for reporting and system improvements.

Core Functions
- Lead, Manage & Hold Accountable (LMA)
- Key Deliverables:
a. Monitors operation & maintenance of all major equipment including its accessories and support machinery. Monitoring includes checking all maintenance activities, reviewing maintenance reports and checklists, and a thorough inspection on a regular basis.
b. Evaluates equipment breakdown and conducts basic troubleshooting.
c. Monitors Servicing Bond of all maintenance service contractors; this includes a regular periodic inspection on the quality and timeliness of service rendered, review and evaluation of all service reports, evaluation of contractor and supplier proposals.
d. Supervises and monitors the performance of the service contractors.
e. Directs the implementation of all technical operations and services
f. Schedules, implements, and oversees preventive maintenance programs.
g. Monitors inventory of materials for repair and maintenance of facility and equipment.
h. Assists the MANAGER in energy conservation planning and implementation.
i. Monitors and reviews all utility readings of maintenance, provides technical analysis for water and electrical discrepancies and drastic fluctuations.
j. Proposes/Reviews Energy Management Plan which includes electricity and water savings initiatives.
k. Prepares technical/ incident reports and recommendations.
l. Collates daily accomplishment report of the technician.
m. Handles technical inquiries and requests.
n. Maintains equipment records/ history.
o. Assists the MANAGER in his regular building inspection of the following: Fire Safety, Housekeeping, and Equipment Maintenance.
p. Acts as safety officer who will ensure the strict implementation of safety policies and procedures.
q. Assists in budget and report preparation by providing necessary data, records, and other technical information about the building and its equipment.
r. Updates general file general of all major equipment, its accessories, and support machinery.
s. Conducts monitoring of power factor & kilowatt-hour consumption of the building to ensure the Building Factor goes not below 90%.
t. Updates Equipment Record File: this includes proper documentation and record filling equipment of manuals, PM routines, maintenance checklist, and other pertinent data.
u. Liaises for the processing of renewal and application of permits and certificates.
v. Ensures that all technical sustainability features are in good condition and delivers as intended
w. Performs other duties that may be assigned by the MANAGER.
Required Qualifications
Education & Experience
- Licensed Engineer (preferably Mechanical / Electrical). Preferably male.
- Preferably with construction experience, and have been assigned to a green-certified building
- With minimum 10-year experience in Property Management
- At least employed by a property management company for at least 2 years.
- With knowledge on technical audit
- Preferably with experience in testing and commissioning of equipment
- With knowledge in FDAS and FirePro system
- With knowledge in operation of building equipment & machineries
- With DENR PCO training
- Could act as Assistant Property Manager
- With knowledge in preparing engineering reports and analysis of utilities consumption
- Can lead MST personnel
- Familiar with fit out guidelines and house rules
- Willing to be assigned in a shifting schedule
